Mr. Kuoch Vengsrun got Master Degree of Management at Phnom Penh International University,  Bachelor Degree of Civil Engineering at Preah Kossomk Polytechnic Institute, and Bachelor  Degree of Marketing at National University of Management. Since 2013, he has served as Under  Secretary of State of Ministry of Water Resources and Meteorology. Before 2013, he served as  Cambodia Red Cross’s Youth Coordinator, Personal Assistant of H.E SAY SAM AL, Minister of  Ministry of Environment, and President of Student Association of Preah Kossomk Polytechnic Institute.
